In SEP11, I used to be able to run SMC -stop to stop the firewall.  It would prompt me for a password.  This doesn't seem to be working in SEP 12.1, even though I believe I have configured it to be the same.  Yes, I am trying this with administrator privileges.

    Hello,

    Here is the correct way-

Log as administrator, disable Tamper Protection first and then retry "smc -stop"

    Check this Thread: https://www-secure.symantec.com/connect/forums/sep-121-smc-stop-doesnt-work

    Hope that helps!!

Is this a Windows 7 machine?

    Did you disable UAC?

Disabling Tamper Protection fixed it.  Thanks.
