make sure sepm ip address is added to the trusted list in IE and remove webconsole, java and reinstall by access the remote http://sepmservername:9090

Check  and try below and before that uninstall all the java version and reinstall it (Java http://computername:9090 for remote)

The basics about Web SEPM Console.

Depending your SEPM version, ensure you're using the Internet Explorer version supported with.

Again and regarding Internet Explorer, ensure that the language of the IE installed is the same as your OS and your SEPM cause it's known that some menus and options disappears or are entirely blank when there is a mismatch with IE / SEPM language version installed.

And it has been mentioned by Rafeeq, it can be a good idea to uninstall and use the weblink to reinstall the necessary files.

Add the url used as a Trusted site on IE and set the User Access Control to his lowest value (Disable) to see the result.
