You need to contact licensing to upgrade to the Enterprise Edition license so you can than apply it in the SEPM.

What version of SEP SBE are you currently running?

Is that SEP SBE 12.0 OR SEP SBE 12.1?

You would have to contact the Symantec Licensing Department to Migrate the License to SEP 12.1 Enterprise.
