what are the Requirements for installation of the Altiris ITMS 7.1

ITMS 7.1 hasn't been released yet, but for the beta it was Windows Server 2008 R2 64-bit only, with SQL on-box or off-box within SQL 2005 or SQL 2008.

That hasn't been released yet.  For now, I would recommend that you use the same recommendations as for version 7.0:

Keep in mind that your NS is now 64-bit and can take advantage of more than 4GB of RAM, and that performance increases may mean more nodes managed per server than in 7.0.

Pretty much the same requirements for 7.0 except for some reason more disk space to install IT Management Suite.  Also as mentioned earlier it will require Windows Server 2008 R2 which is 64-bit

The Symantec Release Notes for SMP 7.1 in the root of the CD don't give much but the Dell readme.txt says:
